The Present paper express the importance to make benefits from scientific research to solve the problems of the society, improve human development and develop the quality of life.

And shows the crises and problems of scientific research at present time such as(the weakness of expenditure on scientific research, shortage of scientific resources , lack of database, the weakness of creativity in scientific research, the ethics of scientific research is not adequately available , decreased number of scientific researchers and their assistants, the difficulty to exchange research information, the absence of a clear vision to take in the envoys, the poorness of having a plan that organize the scientific research in universities and the gap between the theory and its application) then it represents Proposals for dealing with crises and problems of scientific research in Egypt.

After that it gives a future vision to develop the scientific research in Egypt.
