The lease agreement concluded between the promotion offices and the land management as a particular contract, is different from those lease agreements provided by the legislator when establishing laws related to acts allowing to benefit from an object.

The latter concerns the specific procedures and conditions at the time of its conclusion, which must be preserved.

Starting by establishing the lists of beneficiaries, when concluding the act between the office and the tenant, although this presents a series of problems leading to an important number of conflicts brought before the courts, especially when it is authentication of the rental documents to be issued by the same promotion office in a legally determined manner, so it is considered as a means both to conclude and authenticate, on the other hand, the judges consider it as the only way to give the tenant a status when occupying the premises of the Office.
