Human Resource occupies an important and essential place over the level of modern world, as it is considered the most important element of development component, where it combines the world countries through the World Summits of the Information Society in order to focus efforts on the development of comprehensive and ambitious programs of human development based on scientific basis, with the emergence and development of information technology and considering it one of the effective means in human capital formation, and it has a clear indications on the performance and growth, where it became necessary to not just acquire this technology as a means of building human capacity, but dealing with it as a valuable, developing and improving human resource performance needs to increase skills, energies and information of the organization members to achieve efficient use of the available human capital and create a new human capital to contribute in the development of the organization, thus the human resource in a need to environment through which individuals can develop their potential abilities, and to live a productive and creative life consistent with their needs and interests.
