Abstract EN

The study aims at highlighting the reality of housing policy in Algeria and the various mechanisms of financing the housing sector in light of the development plans and presenting the measures taken and the expected programs in the sector within the work plan for the period 2015-2019, in addition to proposing a range of possible alternatives to diversify housing finance sources in Algeria.

Through the analysis of the subject, we found that the housing sector has been given the highest priority under the schemes of support and consolidation of economic growth, which was considered as a strategic sector compared to previous development reform programs.

Moreover, the state has abandoned its traditional role in housing finance by opening up the banks to offer real estate loans and seeking to diversify the supply of housing by creating new formulas that serve all segments of society.

Despite the positives of the programs implemented, poor planning and foresight make them stumble and stop.

In almost every achievement as a result of poor funding.

As for the contribution of the banks, they remained weak and almost nonexistent.

Within the framework of the 2015-2019 program, the authorities aspire to improve the standard of living of the citizen and to ensure transparency in the allocation and distribution of housing, while increasing support for some housing forms.

In order to diversify the sources of housing finance, three effective alternatives were proposed.

The first was securitization of mortgage loans in the secondary market as a mechanism for bank refinancing, in addition to the proposal of the Islamic sukuk mechanism to finance housing investments.

The third proposal is the possibility of financing social housing through receivables Monthly payments paid by beneficiaries.
