Abstract EN

The State seeks to provide the best services to its citizens, through its public facilities, by raising the slogan of quality of service.

This can only be achieved through the selection of the public servant as the main element in the process of organization and management.

On the other hand, the need to keep up with this public servant to the requirements of modern management and new developments, through the need to be subject to training, which must be a basic rule in the legislation of the public service.

Therefore, this study suggests the extent to which the legislator in Algeria applies these two elements.
