This research aimed to discover the extent of Program based on inquiry learning on developing persuasive writing skills for secondary students.

This research prepared these tools (list of persuasive writing skills for the secondary students, test in persuasive writing).

The sample of study was (88)first year secondary student.

The experimental group consists of (48) student, and the control group consists of (40) student.

The experimental group taught the Program based on inquiry learning while the control group did not study it.

The results showed that the Program based on inquiry learning has helped in the development of persuasive writing skills for the target study.

The Research recommended that Authors and curriculum developers should take advantage of the proposed teaching program, and put it into practice; to give high school students persuasive writing skills appropriate to them.

The importance of the research: It is expected for this present research to contribute in the following: - Presenting a theoretical frames concerning the persuasive writing and habits of mind, inquiry learning.

- Developing persuasive writing and habits of mind for the secondary students.

- Providing the teacher with new methods on teaching writing that help them to develop the persuasive writing and habits of mind for their student.

- Helping the new searcher by providing them with notes about new searches.

The Results of the Research: The statistical analyses of the degrees of the pre- post tests of persuasive writing proved the following: - There is also statistically significant difference between the overall mean score of the experimental group in the pre- post- test of persuasive writing skills in favor of the post test.

- There is also statistically significant difference between the overall mean score of the experimental group in the pre- post- test of persuasive writing skills in each skill in favor of the post test.
