E-Government is a new concept of how could be managed future states.

Researchers provided many concepts for e-Gov; most of them are based on the delivery of services to citizens and stakeholders through modern technologies.

In this last decade many countries have joined this transformation, but they faced many challenges, especially to choose an optimal way to implement e-Gov.

And to help public administrators think about e-Gov and their organizations, this article describes different stages of e-Gov development and proposes many ‘stages of growth’ models for fully functional e-Gov.

And describe what must be done by e-Gov planners in each stage, The aims of e-Gov are not only the transformation of traditional information into kinds of digital technology and making it accessible via the Internet and moving existing government functions to an electronic platform.

But it also calls for rethinking ways the government functions are carried out in order to improve processes and integration.
