We can say that social security in Algeria is the cornerstone as a mutual insurance against diseases, accidents at work, jobless ...

it affects nearly 8million members (salaried, nonsalaried, retired...) covered by these organs (CNAS, CASNOS, CNAC...), this organization covers more than 80% of citizens, which has intervened in the financing of 175.6 billion dinars health expenditure (nearly $ 2.5 billion US) in 2012.We aim through this paper to focus on the challenges of social insurance in Algeria, in a context of economic, social and epidemiological transitions.

We will assess the restructuring and experiences applied during recent years, in other to have better organization and more transparency on the management of social security, through the introduction of El Chifa Card reimbursement of health expenditure, for nearly 23 million beneficiaries, through 1500 center in the country.

As we will try to address the issue of contract financing for hospitals by social security, to replace financing by the fixed envelope
