All that is new is not always executable in cyberspace without any caution.

This cyberspace which was the fruit ofmodern technology, has generated many applications which impose themselves as a social necessity without taking into account certain details that can negatively affect this use.

In this article, we will attempt to deal with a new context, old in terms of Habermas ideology, and new if ever weattempt to discover the extent to which the virtual space is likely to be adopted for building a participative democracy, based on the conditions set by Habermas in the traditional space.

This means that it is just an attempt to verify its approach to the theory in a new framework and to focus on what can be deduced as risks, especially in the face of recurring technical difficulties in a legal vacuum concerning networks on the Internet.
