The development in general and the development of local topic of private occupies an important position among the topics of legal thought and economic thought in addition to the importance that is reflected from the social and political terms through the stability and security of the state on the economic and political levels, the more the state has been able to set the rules that lead to development and wealth creation at local levels whether at the municipal level or state ,whenever a cause to the security and stability .This is what led the Algerian delegated to the inclusion of some of the legal texts when modifying municipal law and the law of the wilai, but that it was not in the level of aspirations.
