Contemporary criminal legislations have tended to simplify and shorten procedures of minor cases like penal order.penal order is a procedural system intended to end procedures of a particular type of crimes and put an end to the extinction of the actions arising out of such crimes in an easy, simple way where traditional court proceedings are not taken into account.

uae federal legislator followed this trend defining the scope of penal order, its special procedures and specific conditions in the recent amendments introduced to the penal procedures law by the federal decree law no (17) of 2018.

the aim was to speed up adjudication and ease pressure on judges without prejudice to the rights and liberties of individuals as the decree law provides for objection to the penal order and appeal against it, and also gives the public prosecution the right to amend or repeal it.
