It was a creation of the International Criminal Court on 17 July 1998, the leading legal event in the history of all mankind, is the first permanent international criminal court, maintains the rites of justice for the perpetrators of war crimes, and crimes against humanity, and crimes of genocide.

It has been put to this Court a platform, consists of one hundred and twenty-eight material, and material gave 13 / b of this system to the Security Council, the right to refer any case involving the commission of a crime within the jurisdiction of the Court to the Attorney General, acting about it under Chapter VII of the Charter and every decision of the Security Council, he must in the face of the effects produced by the suitors.

I try in this study to highlight the effects of this power is owned by the Security Council on the activity and effectiveness of the International Criminal Court, which, in order to reach the feasibility of granting the Council this jurisdiction and whether it was necessary to maintain.
