Abstract EN

The administrative decentralization after 9/4/ 2003 adopted a system of governing and administration in the Iraqi governorates tat are not organized within federal territory despite the constitution stresses about that.

But, despite transparency, clearance and powers that have been granted to these Iraqi governorates in general and Baghdad local administration in specialty, their accomplishments have not been ranked to such powers to solve the problems they face either on political, constitutional and legal level .

Besides , the spread of the financial and administrative corruption , along with the weakness of those working in these councils administratively and vocationally.

This matter required to find out solutions and addresses to these problems to raise service reality of Iraqi citizen
