Abstract EN

The UN Security Council has broad powers under the Charter to enable it to play an effective role in the fighting terrorism, it has already faced this by enormous number of decisions, which ranged between indignation and condemnation of the terrorists’s acts before the collapse of the Soviet Union, after that, its decisions became relating to its essential task which is the protection of international peace and security.

After September 11th, 2001, its interventions have evolved differently due to new mutations that the international- community has known so far.

These decisions also created mechanisms to combat international terrorism, including the Counter-Terrorism Committee and other committees, but these measures were not very often effective because there is no agreement on a common definition of terrorism.

In addition to the duality of standards in many of the decisions which make the Security Council, an international project to achieve the interests of certain countries, especially the United States, and this led us to say that the UN security Council does not comply with the legitimate principle in its resolutions on combating international terrorism starting therefore the Security Council fails in addressing, and thus failing to tackle international terrorism in many cases not for its efficient intervention and to activate its role, the issue requires a giving priority to legal considerations on the politics and repair as a part of the UN Security Council as a comprehensive reform of the United Nations, in order to be fairer and more effective to suit the new challenges of international terrorism facing the world today.
