Abstract EN

Territoral authorities seek to provide high quality services in order to contribute to the consideration of the local public service, which is the biggest interface in the eyes of citizens on the credibility of the state and the compatibility of their development programs for to meet the needs of the citizen and because of the inability of the local authorities to achieve these objectives, which is due to the lack of necessary human and financial resources, the state has endeavored to find more efficient means and to resort to different methods of managing public services and achieving these objectives.

to this end, the management of certain public services has been entrusted to private operators, which would make it possible to obtain a certain number of satisfactory results and to achieve the objectives set by the state.

these private operators will be contracted under the delegation contracts.

18-199 intervenes to define the terms of public service delegation, as a management mode that involves the private sector in the management of infrastructure.
