This study aims at clarifying the role played by the rehabilitation and development of human resources in the success of the application of electronic management in general and in Algerian institutions in particular, the application of electronic management is based on the human resource as one of the main factors in its success.
The researcher evaluated human competencies supporting the application of electronic management in Algeria.
