The institutions of higher education in the Arab countries face very serious challenges and threats arising from variables that have played a major role in shaping the world.

They gave birth to a new world order based on an accelerated technological development backed on high technology and excellence.

This situation made of acting urgently and without hesitation a necessity to start global technological programmes and updating the institution to make them able to overcome their problems and weaknesses.

Total Quality Management (TQM) is one of the most important trends that has attracted the attention of the leaders, managers, practitioners and academic researchers as one of the dominant and desirable administrative concepts in the current period.
