أثر سياسة التوسع في الإنفاق العام خلال الفترة 2001-2014 على التنمية البشرية في الجزائر

Abstract EN

The aim of this paper is to analyse the developpement effort that touched the social dimontion in algeria during the period 2001-2014, and to examine the impact of the policy of expensionof public expenditure in algeria through the public investment programs approved and emplemented during the period on the human development index.

the study focuses on three main axes; the conceptual framework for both public expenditure and human developpement, the second focuses on the developpent effort related to human develoement in algeria under the implementation of economic recovry programsduring the period 2001-2014, the third axis attempts to measure the impact of the policy of expansion of public spending during this period.

the study showed that there was a statistically significant impact on public expenditure on health on the human development idex, while the expansion of public expenditure on education and national solidarity had no effect on the human development index.

this indicates that the increase in public expenditure on the social sectors ( health, education, national solidarity…), is not enough to echive human development if this increase is not accompanied by mechanisms to improve the efficiency of public expenditure programs.
