Since Algeria’s independence, the reform of the central administration has been at the heart of the political debate.
the structure of the state apparatus reflects the ideological and political conceptions in force at a given moment.
the years 88-89 were marked by an important doctrinal turn.
the political and security situation of the 1990s has not concealed the deterioration of the state.
Thus, a body of law was put in place and the recommendations of the Committee for the Reform of State Structures and Missions (CRSME) in 2001 redefine the missions of the State and outline the outlines of the central administration and its field of intervention.
In spite of appreciable progress, the reform of the central administration, contrary to the political speech, is far from having reached all its potentialities.
Many of the proposals included in the CRSME report have remained dead letters: this is the case, for example, with the reform of local taxation or the autonomy of public enterprises and institutions
