This paper aims to identify the concept of social policy according from the professional and academic perspective, and try to define the boundaries of differentiation between the two sides, in order to determine which any the two dimensions dominate the process of social policy making? Accordingly, three tracks were designed to deal with this article.
The first track included the concept of social policy as a field of study, as well as it is a field of government action.
The second track is the identification of the most important models used in the study of social policy, we found as they are based on the rational perspective, the elite approach and the balance of interests.
The third track is an attempt to show the impact of the professional dimension and the scientific dimension on the different stages of social policy making, and we found that both dimensions are important in that process and the control of dimension without the other depends on the stage that deals with it.
