The international community has taken serious steps towards the establishment of an international criminal court aimed at activating the principle of international criminal justice from a realistic perspective, starting with the founding of the victorious alliance countries in the Second World War, the Nuremberg and Tokyo tribunals.

The establishment of the UN Security Council by special international criminal tribunals represented in The International Criminal Tribunal for the former Yugoslavia in 1993 and the International Criminal Tribunal for Rwanda in 1994.

The foundation of the Permanent International Criminal Court has brought about an evolution in international criminal justice from temporary to permanent.

The creation of such a court is an important stage in the development of the international criminal justice system.
