English Abstract
This study aims to assess the preparedness of shelters to the needs of persons with physical disabilities in Gaza Strip and mechanism needed to develop.
To decrease vulnerability during sheltering , the researcher made structured interviews with 10 experts who have experience from 2014 Israel aggression in their offices to disscus the level of (water, sanitation, hygiene, health, psychosocial, food and nonfood)services provided to persons with physical disabilities, also the challenges they faced during providing services in shelters.
On the other hand, the checklist made to assess the design of 25 shelters in five governorates of Gaza strip, also compare the preparedness level of UNRWA and governmental shelters.
This study assess the preparedness of shelters according to international standard in all under one roof document and Sphere standards.
The results show that the UNRWA shelters adapted previously to be more friendly with disabled, and its more adapted than governmental shelters to include persons with physical disabilities during emergencies, there're some standards needed to improve in governmental shelters.
In other hands the collective shelters in Gaza strip (UNRWA, Governmental) more prepared than al- Za'atari Camp in Jordan.
The interviews show that in2014 Israeli aggression there was no specific system for distribution assistants to persons with physical disabilities and there was no designated place to receive their assistance.
In addition, health services were not provided separately from IDPs without disabilities.
After all the specialists confirmed that the current preparedness plans did not have specific system to facilite services providing to persons with physical disabilities.
