Abstract EN

E-government is one of the most important outcomes of the revolution in the field of information and communications, and its implementation is a major challenge for the governments of countries, especially the Arab ones.This study aims to present the level of e-government development in the Arab countries, and the reasons for their success and failure through the arithmetic mean of indicators (e-services, telecommunications infrastructure and human capital) or through the electronic participation index (E-information sharing, e-consulting and e-decision making).

It was concluded that there is a clear gap in e-government application among these countries, some of them have achieved good levels of Arab and global levels, However, others could not reconcile the elements and requirements of e-government, focusing on an indicator without the other, weakened the level of e-government development in these countries
