English Abstract

At the beginning of a project by the owner, prior to complete design, only limited information is known about a project.

However, the owner has to know the approximate to evaluate the economic feasibility of proceeding with the project and authorizing the budget.

Thus, there is a need to determine the approximate cost of a project with reasonable accuracy in a short time during its conceptual phase.

The aim of this research is to develop an effective fuzzy logic (FL) model for early stage cost estimation of road rehabilitation projects in Gaza strip using parametric cost estimating technique.

This technique is based on the gathering and analysis of previous completed projects cost data similar to current projects in order to develop the cost estimating relationships between factors affecting the cost of road projects and total cost of project.

The parameters influencing the cost of road reconstruction projects that can be available at the preliminary phase of projects were to be determined in order to obtain the estimating relationships.

In order to construct this FL model, qualitative and quantitative methods were used to identify important parameters affecting the cost of road rehabilitation projects.

These parameters include road layers factors and infrastructure factors.

The factors were identified to be the most important factors affecting the cost-estimating model were: pavement area, pavement type, thickness of base course materials, existence of electrical and lighting works, and existence of networks.

As database, 148 road projects from road construction sector in Gaza Strip were collected to be used in model development.

The mean absolute error rate (MAER) for the built FL model was 9.6% that means the model successfully able to predict the cost of road reconstruction projects.

This finding has an acceptable accuracy, since the accuracy of the cost forecast at the preliminary phase of projects that proposed by researchers in past is ranges from +25% to -10%.

A key advice of this study is to promote planning engineers and estimators to familiarize themselves with cost estimation models such as FL model as this will support them in providing more accurate early cost estimates.
