One of the most important sectors that affect the financial system and its stability as a whole is the banking sector as stability in the banking system contributes to the stability of the financial system , In this regard, many researchers in the field of economy have addressed the creation of systems that contribute to support the stability of the banking system, which is known as partial precautionary regulation.

this research aims at finding out whether there is a need for this organization to achieve banking and financial stability and who is responsible for this organization and to know what it is, As well as to identify its objectives, how to achieve them, and how well they are able to maintain the integrity and stability of the system.
