Throughout history, Algeria has experienced catastrophic crises that led to many material, human and psychologicallosses, this has led the Algerian legislator to seek to correct these natural disasters gravity by developing an arsenal of laws and regulations to deal with them, especially after the catastrophic floods of the Bab El Oued region in 2001, and the Boumerdes earthquake in 2003.

These laws contain a set of measures and provisions to control natural disasters before they occur, and to cope and deal with them in the future.

This leads us to ask the fundamental question: what are these processes of protection and environmental security that the Algerian legislator envisaged and planned to counter natural and technological dangers?
