The post-cold war phase has seen a profound political, economic, and cultural transformations, which affected the balance of power regionally and internationally and led to the restructuring of international interactions according to new patterns , The Mediterranean region on both northern and southern is one of the most affected areas of these transformations regarding to the geopolitical importance of the region and its position in international politics and its location from the strategies of major powers, this has doubled the challenges facing the Euro-Mediterranean countries under the new international system , which was produced opportunities and risks which makes the cooperation of the two sides inevitable to adapt with the new international situation on the Mediterranean, The southern states were looking for their presence in the post-polar equilibrium system while the European countries were seeking to revive the European global presence and to develop its historical relations to build a global European pole competitor to the rest of the emerging poles.

In the context of these transformations, European countries rushed to develop their Mediterranean policy to exceed the commercial exchange field towards a broader cross-frame including political and economic reform , cultural and social dialogue in accordance with cooperative perspectives and mechanisms , and complementary bilateral and multilateral arrangements through which the European party has identified a set of objectives which are the major pillars for the overall reconstruction of the Mediterranean region as a space for peace, security, stability, comprehensive development and social cooperation under the diversity and multiculturalism, reflecting the vision of the European Union and what should be the relationship of its units with the countries of the South Mediterranean, so the contents of this policy enabled the European side to adapt regional transformations to its benefits and include the course of cooperation between the two sides a strategic vision with valuable dimensions aimed to build a Mediterranean region on the European standard power.
