The research focuses on rentier countries in terms of their concept and general features, both in terms of being the main employer of people and the low indicators of development and transparency, This may be due to poor rent management in those countries, The availability of resources alone cannot achieve comprehensive and sustainable economic development if there is no proper management of them, And that there are different approaches to managing rents, whether that management before or after collection, And there is a base role for the state in the distribution of resources, whether through public spending or direct distribution or through welfare programs, The study also addressed the problems of management and distribution of oil revenues, whether through the behavior of the state, which serves as a mediator between the oil sector and the rest of the sectors of the national economy, Or through its control of resources and the resulting low indicators of transparency, high indicators of poverty and inequality distribution of income.
