The establishment of the International Criminal Court based on the concept of universal justice constitutes a paradigm shift in international law,Where the international community today has a permanent international judicial mechanism with the task of punishing those accused of international crimes,Especially after the crime of aggression has been codified and agreed to define it,And to determine the conditions of the Court's exercise of jurisdiction in the text of Article (8 bis) and Article (15 bis),With the suspension of the exercise of its competence until the end of January 2017,But it is considered a huge step, In spite of the problematic functional overlap of criminal proceedings,In the light of the powers of the Security Council, in the light of the provisions of articles (15) and (16) of the Statute,Making effective the legal response and adaptation of crimes of aggression at stake.
