The issue of citizenship remains the focus of many Arab and Western thinkers and researchers, because the subject of citizenship has moved from the level of academic analysis to the level of institutional analysis, and it has become one of the most important issues that concern governmental and non-governmental organizations as a result of changes in the dimensions of the idea of citizenship, especially in light of the emergence of what is known as " Electronic community " witch is a new type of society as one of the consequences of globalization.
