This research is a descriptive study of both the waqf administrative systems and the western charitable organizations.

This aim is carried out through defining the nature of the administrative system of both systems, then exploring the prospects of liberality and flexibility in them, together with their effectiveness and efficiency.

The next step is to decide on the suitability of both systems to realize the intents of waqf and western charitable organizations.
