The reaction and response to gender-based violence, the protection of women and the improvement of services to survivors are based on the ability of individuals, organizations and government institutions to implement projects and programs to address violence and to develop supportive strategies, policies and laws Despite slow progress in policy development and improved response to violence, more than half of women in Iraq are still at risk of violence and do not know how to resort to and use them to help themselves.

This study assess and evaluate the policies, programs and services provided by government institutions to respond to violence in order to identify gaps and needs and propose methods and activities that promote a comprehensive community response to reduce and prevent violence The present study is based on several methodological tools: reviewing documents, reports, questionnaire forms and in-depth interviews targeting women workers in violence against women in non-governmental organizations, as well as representatives of the relevant government institutions .

The most important findings of the study are that the effective Iraqi legislation does not take action of the deterrence against gender-based violence, and that it is unfair to victims.

The way in which laws are interpreted and implemented in practice leads to impunity for perpetrators of violence against women.

There are weaknesses in the strategies, and there are no financial allocations to implement national strategy activities to combat violence against women.

Workers in institutions concerned with violence against women are inadequately trained in the field of socially gender-based violence.
