Abstract EN

The participatory democracy has emerged in the modern societies with the aim of remedying to the loss of the legitimacy which results from the crisis of the representation, that’s why the involvement of citizens in the construction of the local decisions has become a necessity for the effectiveness of the decentralization.

However, the Algerian legislator has tried to adapt the legal system according to the requirement of good governance buy recognizing to the citizens the right to participate in the local decision making, but this last one, did not adopt all mechanisms of participation by limiting them in the principle of the administrative information and the consultative procedures.

In addition, the culture of the citizen participation in Algeria remains limited, preventing the realization of an effective participation.
