The question of employment and unemployment is one of the most important challenges facing the countries of the world, especially at the economic and social level because the phenomenon of unemployment and ways to deal with them have often been linked repeatedly to the total economic crises that hit the economies of the world through many stages, which allowed the employment policy to become an international and national demand that must be included in the overall economic and social policies of the countries of the word.

In the same context, Turkey is among /(is one of ) the developing countries where the policy of employment is considered one of the most important priorities of the political decision-maker.

For this reason Turkey's employment policy has been incorporated into all the economic and social plans and policies applied in Turkey, especially after the seventies of the last century till now.
