The public service is the tool of the general facility that it uses in order to achieve its goal of satisfying public needs and achieving public benefit.

The State resorted to partnership with the private sector only in order to improve the quality of services because the methods of management adopted by the private are characterized by simplicity, speed and effectiveness.

However, the deficiencies identified by the Administration, which significantly affected the quality of public services, hindered the improvement of the administration's relationship with the citizen, which necessitated the need to repair the public facility.

In Algeria, there have been many initiatives to improve and develop the public service through the reforms it has initiated in recent years in line with the economic, social and technical development and the needs of citizens through the modernizationof administrative institutions.
