Abstract EN

The challenges faced by the higher education institutions in Libya today can not be tackled by the traditional methods and methods.

New formulas and alternatives must be adopted from the educational systems that offer a distinct education to those interested in it.

This highlights the role of open education and e-learning.

The presentation of a proposed concept on "the implementation of e-learning systems within the institutions of higher education in Libya" and the extent of their influence on the role of teachers, learner and learning methods in light of the experiences of some international and Arab universities.

Complete Avoidance when applying the system of "e-learning" The study has reached some of the most important results: 1-The absence of modern practical applications for the transfer of technology from theoretical description to practical application and its impact on improving the quality of outputs of higher education in Libya.

2- The project of e - learning is still purely a study and thinking, as it faces several difficulties administrative and organizational resources and high resources that the Libyan state is unable to provide at the present time.

I have reached a number of recommendations, notably: 1 - Conducting comparative studies of the use of e-learning (virtual education) and benefiting from the development of a general strategy for application in Libyan universities.

2-Revisiting the educational entries that achieve the effective participation of the system of e-learning in institutions of higher education in Libya.
