From the beginning of the third millennium Algeria witnessed a great series of projects and advanced programmes in different sections and fields.

Which are realized through an agreement with different contracts also local and foreign companies in accordance with the public deals law which regarded as a valid act.

Besides, they are organized through investment register and several public accountability laws.

However, from the observation, those projects are characterized by the weakness in the realization and the implication all over the levels, and this seems obvious within the repeat operations of a recurrent evaluation to projects’ costs.

In addition to the big delay in the achievement and this is fully contradicting with the public spending principle under the prominence of the public finance problematic as a result of petrol prices breakdown.

Therefore, from this research paper we will try to shed the light over the various legal and organizational phases to deal with the operations of the implementation of the infrastructure projects in Algeria.

Besides trying to highlight the important points of the weakness and disorder which prevent reaching the intended objectives of those projects.
