The training has an important and vital role in the development of the human resource in the public institution, since it provides the information and skills required in the performance of tasks.

And this by determining the training needs of the employee and then the formulation of programs based on the needs and apply them as well as using different and varied techniques in order to facilitate the training process.

As the efficiency in public institutions has become necessary nowadays in various fields, and is an effective element.

At present, these institutions are seeking to attract the qualified human resource whether internally, externally, or both of them.

In this study, we tried to address the issue of the role of training in the development of competencies in Algerian public institutions.

The education sector of the state of Tlemcen has been taken as a case study.

Notably, this latter provides all the material and human resources in order to raise the efficiency of the employee and improve the educational process.
