The study aims to identify obstacles to the Implementation of electronic management in the human resources management at the University of Benghazi, as well as to identify the most prominent methods to overcome these obstacles, and the study showed that there is a high level of obstacles that prevent the Implementation of electronic management in the human resources management at the University of Benghazi, as the study revealed that One of the most important methods of reducing the obstacles of applying electronic management is to provide modern technology (programs and hardware) that achieve electronic connectivity, as well as building an integrated database for the Implementation of electronic management.
