The study attempted to limit the grounds of international criminal responsibility for using force to international law, whether individual or State, and was able to demonstrate the possibility of such cases, although they were not expressly provided for in the Statute of the International Criminal Court, and addressed some of the precise characteristics of some of those matters, which were as already mentioned and at the beginning of the introduction without distinction between those applied to the individual as a natural person and those applied to the State as a moral person or both.

The legal use of force at the beginning of these reasons was to deal with the legitimate defense and its applicability to the personal parts of the natural person, the moral of the State, the study of the terms and conditions of this defense, and the right of self-determination was also a reason for using legitimate forces exempt from international responsibility, and the study and reference to the provisions of the Charter of the United Nations clarified some cases from which the State is exempt from international responsibility, which these cases are exceptional and are not applicable at present
