Local elected councils are of great importance in any country because they play a central role in managing the daily lives of citizens.

They constitute an area for the participation of citizens in political life more than parliamentary councils, and their importance is shown in the fact that it works to integrate citizens into political life, Citizens in real participation and their desire to open channels of participation differ from traditional channels.

The debate on the limits of representative democracy began at the end of the 20th century.

The concept of participative democracy was born on the basis of active citizenship.

Participatory democracy emerged not only to abolish representative democracy but to overcome its limitations and inability to interact with new social factors represented by the emergence of social movements.

The approach of Participatory Democracy is based on the right of citizens to receive the opportunity to inform, consult and participate in elected councils of local communities, and to follow up and evaluate projects at the local level.

These processes require the councils to improve the culture of listening and interaction, sharing responsibility and knowledge with citizens, The community, and the involvement of all who can be integrated from the static city of neighborhood associations and clubs.

The participatory democracy approach is used and incorporated into local policy formulation to support the choice of rational alternatives to administrative decisions taken by local councils to conduct civil affairs.

This type of participatory governance is flexible and effective, but at the local level there are many challenges and obstacles as in Algeria, Algeria is one of the countries that adopted this approach in the framework of reforms and embodied in their laws.

However, in the Algerian experience, participatory democracy has become a mere slogan of political discourse, raised with every election entitlement and ends with its end.

This is due to the legal difficulties that surround the local participatory democracy in Algeria, from the vagueness of the constitutional entitlement to participation and the ambiguity of the principle of participation in the legislative texts, especially the municipal and state laws, and the lack of regulations applied to them.

Participatory democracy must be activated by providing a range of mechanisms that allow the participation of all groups of civil society and the general public in decision-making.
