The present-day man can obtain science from anywhere and at any time through the use of communication technology.

Knowledge has become the main source of all basic and strategic resources, and knowledge has become a collective property of all members of the society and institution.

Unfortunately, Algerian institutions have not yet reached the level of awareness of these matters and the importance of electronic management and its benefits to individuals and the institution.
