Abstract EN

To guarantee the operation of communication between the local collectivities and the central power and keep the unity of decision making and avoid the partition of power ,the Wali is the link who has the double mission of being the representative of the State and the Wilaya in the same time.To find a kind of equilibrium in this situation , the legislator has given another competence to the Wali :the control over the works of local deliberative assemblies.This leads us directly to the relationship between the Wali and the elected assemblies under his control over these assemblies and the effect of that control on democtratic practice.
