دور التحليل الاستراتيجي للبيئة في إحداث التطوير التنظيمي في البلديات الفلسطينية

Abstract EN

This study aimed to identify the role of the strategic analysis of the environment in organizational development in the Palestinian municipalities, as well as to identify the level of adopting strategic analysis of the environment and organizational development in the Palestinian municipalities level through a comprehensive survey of a sample study, which amounted to (86) employees at the managers level in the seven municipalities of the central Province in the Gaza Strip.

To conduct the study the researchers use the questionnaire tool for the data collection required for the study; whereas this tool is divided into three parts: personal and functional characteristics of the study sample, the level of the strategic analysis of the environment (internal and external environment of the municipality), and organizational development level (organizational structure, simplification of procedures, rules and regulations, the staff development, and the technology used).

The SPSS program (Statistical Package for Social Science), and appropriate statistical tests such as frequencies, percentages and averages, relative weights and standard deviation and Pearson correlation coefficient and t-test were used in data analysis.

The results indicated the existence of arelationship between strategic analysis of the environment and the level of organizational development in the Palestinian municipalities, as the study found that most of Palestinian municipalities’ adopt the strategic analysis of the environment, whereas an average number of Palestinian municipalities’ adopt organizational development.

The study recommends the need to allocate a special budget for organizational development; besides the formation of an administrative body to supervise the organizational development process; in addition to continue the process of strategic analysis of the environment in the Palestinian municipalities’ budget.
