The Jordanian constitution guaranteed freedom of expression for Jordanians by all means, including electronic means, but the growing use of electronic means to express opinion made it superior to traditional means of proliferation and widespread use.

The modernity of this type of expression has a role in questioning the ability of texts especially the constitutional ones, to assimilate and organize them arbitrarily, which made countries constantly seek to control the use of electronic means to express opinion on the pretext of the impact on many other rights and freedoms and violation in many cases and breaches of security and the public order, and this research comes to discuss how to balance the freedom of expression through electronic means and other rights and freedoms, especially security and inviolability of private life, through the definition of the limits of freedom of expression by electronic means in the Jordanian constitution and the extent to which the constitutional texts of this type the new means of expression without prejudice to other right.
