Triggering the political responsibility of ministers in parliamentary or semi-parliamentary regimes (mixed systems) is a means by which the parliament influences the government so as to achieve a certain balance between.

However, the practice of triggering political responsibility in some countries, like Jordan and Kuwait, shows that this tool is not very effective.

If the parliament raises a motion of no confidence against a particular minister, the prime minister may reshuffle the cabinet to assign a new portfolio to that minister to avoid the no confidence vote.

This is known as ministerial rotation.

It results in exempting the minister from political liability, because the changing of his portfolio ends the motion of no confidence.

It is therefore necessary to examine ministerial rotation, its causes, and the justifications used by governments to defend it.

This article explores the consequences of ministerial rotation, its legitimacy, and the possible ways to challenge or deal with it.
