Abstract EN

Democracy is the fundamental basis for a modern state, the state which acting in accordance with the law and institutions, and in regulating the relationship between rulers and ruled; to guarantee the public and private rights and freedoms of citizens.

Iraq, as many other Arab countries, tried democracy in the first half of the 20th century, but its experience ended with a significant failure reflected by subsequent military coups and authoritarian regimes.

Since the US invasion of the country in 2003, a new democratic experiment has been taking shape, but this is an experience going through a difficult process, so it faces obstacles that distort and threaten its continuity.

The central question: why does not democracy find fertile ground for its breeding in the Iraqi environment? Democracy can not be rooted without an active citizenship, and the last is not existed without an effective citizen.

An effective citizen who is proactive and actively involved in the formulation of his laws and the formation of his public institutions and this is the greatest guarantee for the success of the democratic choice in any country.

As a country in transition, Iraq faces a major problem because of the inadequacy of the issue of effective citizenship for its citizens.
