The concept of privatization did not appear and spread incidentally or exceptionally, but emerged as a result of the great need to give the private sector an opportunity to participate in the public sector in the management of some facilities that the state can no longer manage itself and spending on it, noting the trend towards privatization that not only to countries themselves, To include most of the countries of the world, including developing countries, although it began in the developed countries, but spread to other countries for the most reasons for economic reasons required by the development process in the countries that adopt it.
