Iraq has suffered before and after the 2003 outbreak of a lot of negative and dangerous phenomena that have become threatening to the state, and these phenomena are unemployment, which increased their rates despite the abundant economic resources which, as the state did not seek to develop plans to address unemployment, where Egged many young Iraqis in the room in which reflected negatively on the conduct and behavior of many of them, as some have resorted to violence, the labor market, while others were forced to leave the country to migrants to other countries.

The state today, claim that looking for mechanisms to deal with such a problem and put sweet and mechanisms effective to them, most notably economic mechanisms, such as: attracting investment, expanded and promoted in the country, as well as through socialization that encourages creativity, innovation and job creation, as well as monetary and fiscal policies to draw to deal with this problem.
