The aim of this study is to show one of the most important modern organizations, special which support small and medium enterprises, in all their sizes, activities and locations, represented by business incubators dating back to the first project at the Batavia Manufacturing Center in New York, USA, in 1959.

When a family relocated the headquarters of its discontinued company to a business center, units are rented to people who wish to establish a project, including providing advice and consultations.

Its basic principle is to provide an integrated package of services, facilities, and mechanisms supporting the emerging enterprises, as well as legal, regulatory and technical advice provided to them, in order to provide them with elements of growth and continuity.

Thus, the business incubator is an intermediate process between the start-up phase and the stage of growth of organizations, during which they take care of them to enable to start their work properly from the stage of emergence before the start and enter the competition, and at the end of the incubation stage, which will certainly vary, according to the ability of enterprises to benefit from the care, and their growth and economic development, then let them get from new idea and services.
